Once you have Q3Radiant open use ctrl + tab to get to where you are in the XY Top view. Lets set our grid snap to 8 for right now. Now create a brush that is 32 units wide by 168 units long, and 8 units high. and place it 2 grid units away from 0,0 (see Image1). I will go into why we center this like that here in a few minutes.

Ok, now that we have our brush out, you will want to texture it how you want the steps to look in the final staircase (to save you hours of doing it later). Now clone the brush and hit the Z-Axis Rotate button once. Now move the new brush to where it is touching the corner of the previous brush. Now do this two more times until you have something that looks like Image 2.

Ok now that we have that done, select all of the brushes (shift + left click). Set your grid snap to 1 and hit the R key. Now we are set up for cloning and rotating. Now hit your spacebar once to create a clone of the 4 brushes, next we rotate the brushes to where it looks like Image3.

Alright, now you se how we are going to do this. Now just clone and move each one (don't take it off of rotate it makes this so much easier) until you have a flat disk.

Now we are almost done. At this point we have a mess of brushes that would most certainly look horrible if we loaded up q3 right now. Now comes the tedious part. Select all of the brushes and then hit ctrl + tab to get to your XZSide view. Now set your grid snap back to eight (or the height of your steps). Now deselect one step. This is your starting step, now move the selected brushes up one grid unit, deselect the next brush, move it up one grid unit and so on. You will begin to notice the stairs taking shape. The final output should look something like this.

Ok that's it. If you need to resize it in anyway just use the selection.....scale command. I hope this was informative and not to confusing.
